Immediate Termination of RCF Activities in the Russian Federation
On August 4, 2025, the Robert Carr Fund (RCF) was officially designated as an “undesirable organisation” by the Office of the General Prosecutor of the Russian Federation. As a result of this designation, RCF is compelled to immediately cease all operations and support within the Russian Federation.
Effective immediately, RCF has:
- Terminated all existing contracts with local Russian partners.
- Halted all funding—direct or indirect—to Russian organisations or individuals.
- Severed all ties between RCF and any Russian entities.
This decision has been made out of concern for the safety of our partners. Under Russian law, individuals and organisations are prohibited from maintaining any connection with entities labeled as “undesirable”. Continuing such relationships could expose our partners to serious legal and personal risks.
We strongly urge all RCF partners to promptly inform all relevant stakeholders of this development. It is particularly important to consider the potential consequences for staff and third-party affiliates—such as consultants—who hold Russian citizenship and may be impacted by continued association with RCF-funded activities.
RCF remains committed to supporting communities globally and will continue to advocate for the rights and health of people living with and affected by HIV wherever they live.
