The Robert Carr Fund Seeks a Resource Mobilisation & Financial Sustainability Consultant
Robert Carr Fund (RCF) is seeking the services of a senior consultant or consultancy team to support the development of a focused fundraising strategy and a clear, decision-ready pathway for long-term financial sustainability. The consultancy will run over approximately 5 months (June – October 2026).
Robert Carr Fund is a global pooled funding mechanism supporting civil society networks working with and for inadequately served populations in the HIV response. RCF is primarily funded through a pooled, multi-donor model, with contributions from a core group of bilateral donors (notably European governments), complemented by support from select private sector donors (foundations and corporate).
The consultant will:
- Define a realistic and prioritised resource mobilisation strategy aligned with its mandate and positioning as a pooled fund
- Identify and assess viable long-term financing options, and provide a clear basis for strategic decision-making
- Strengthen alignment between short-term fundraising and long-term financial sustainability
Application Process and Submission Deadline
Interested consultants or consultancy teams are invited to submit:
- A short technical proposal (maximum 5 pages) outlining understanding of the assignment, proposed methodology, team composition, and relevant experience.
- An indicative workplan and financial proposal, including professional fees, anticipated level of effort, and any associated costs.
- List of comparable fundraising or resource mobilisation assignments completed for global health, key population, rights-based civil society organisations, or pooled funding mechanisms.
- Two recent professional references from comparable consultancy engagements.
