2025 was Year 1 of RCF’s 2025–2027 grant cycle, a year of foundation-building: strengthening the organisational infrastructure, relationships, and capacities that enable global and regional networks to support ISP-led movements. It was also a year marked by huge cuts to global HIV funding, forcing an emergency restructuring of the portfolio.
Despite the shock, 72 partner networks kept working: documenting harm, defending rights, and holding governments and donors to account. This report captures where partners began, how they responded to challenges, and how core flexible funding helped set the stage for the rest of the grant cycle.

How Core Funding Drives Change Across Four Interconnected Outcomes
Every result in this report traces back to the importance of core, flexible funding. It gives community-led networks the stability and flexibility to build strong organisations, advance human rights, improve access to quality services, and strengthen accountability. These are not separate strands of work, but interconnected parts of a single system of change.

Core, flexible, long-term funding is not an administrative preference. It is the infrastructure that allows community-led networks to exist, adapt, and influence the decisions that shape the lives of their members.
