SAGE Theory of Change

The SAGE Theory of Change (ToC) is a comprehensive framework for promoting gender equality (GE) within organizations and across sectors. It emphasizes both internal and external enablers, such as leadership buy-in, gender expertise, adequate financing, and organizational commitment to learning and innovation. 

Internally, it focuses on increasing staff capacity, revising organizational policies, and fostering a supportive culture for GE.

Externally, it highlights accountability to partners and funders, collaboration with stakeholders, and the importance of evidence-based approaches in gender mainstreaming.

The ToC shows that gender should be integrated into the design, implementation, and monitoring of programs through gender analysis, innovative approaches, and data generation.

Key program outcomes include policy revisions to address gender inequalities, increased resources for gender-related initiatives, and enhanced leadership roles for women and girls. There is also an emphasis on improving data quality and shifting social norms to support GE.

The ToC concludes that organizational and programmatic improvements, driven by continuous accountability, will ultimately lead to improved gender equality outcomes, accelerated sector progress, and minimized unintended harm.
